2011 LSYFA Modified Draft #1 procedure

A.   The regular player draft will be held on a date to be set by the Governing Board after all registrations have been completed. The following must attend the Draft: All Executive Board Members, all League Commissioners and any others the President deems it necessary to assist the Secretary. 

B.  In the event the Head Coach cannot attend the draft, then his designated representative may attend the draft for him. The Commissioner of the respective Division must be notified prior to the draft that the Head Coach cannot attend, the reason why, and who his designated representative will be. If he does not designate a representative, the Commissioner will designate an Executive Board Member or Commissioner not coaching or having a son in that division.

C.  Coach may have one person assisting him in the Draft room.

D.  Coaches will be supplied all available information on the players eligible for the draft (age, weight, grade, height).

E.  The parent or guardian may request that the registrant not be drafted by a Head Coach. Such a request is limited to one Head Coach not a Team Name. A Letter of Request must be completed and attached to the registration form and be received by the League Secretary prior to the draft order being determined. The Governing Board of Officers reserves the right to demand a hearing with the parent or guardian for further information regarding the Letter of Request. The Secretary is responsible for informing the affected division Commissioner and Head Coach prior to Draft. 

F.  A player, who chooses not to return to the same team, will be required to tryout. The player's parent or guardian's permission is required. This action will serve as his Letter of Request to not play for a particular Head Coach; a completed form must be attached to the registration form and be received by the League Secretary at the initial time of registration.  

G.  All registrants except for returning players to a specific team will be required to appear at tryouts. If registrants do not appear at tryouts, they will go into the Blind Draft pool.  EXCEPTION coaches may elect to vote to remove a player from the blind draft pool and entered into the regular draft, before the draft order is selected (vote must be unanimous).      The Blind Draft will be conducted at the end of the regular draft.  Blind Draft pick order will continue in the regular draft order.

H.  Sons of Head Coaches will automatically be assigned to the team of their father and will be the third (3rd) draft pick if the age of oldest in division and fourth (4th) draft pick if youngest age of division.  If more than one son, each additional son will be listed in additional rounds.

I.  Boys eligible for the draft who have brothers on the team in their division will automatically be assigned to the same team, unless otherwise requested by the parents. Draft numbers for these boys will be consecutive number rounds immediately following that of the Head Coach's son.

J.  If a Head Coach resigns after officially being assigned a team for the current year, leaving a son on the team, and the new Head Coach brings a boy with him, then that boy will serve as the teams first and second draft choice. Additional sons of the Head Coach will count as third, fourth, etc. draft choices. The intent of this rule is to prevent stacking of teams.

K.   Age allocation by division will be determined each year by dividing the number of qualifying applicants of a particular age by the number of teams in a particular division. Example: 62 qualifying ten yr. olds within the Junior Division divided by 8 Junior teams, equates to 8 ten yr. olds per team. Numbers will be rounded up, not down. The number includes returning players.

L.  Draft positions will be determined by a lottery method. The order for drawing in the lottery will be determined by first the expansion teams of each division and then the previous season standing; i.e. the last place team will draw in the lottery first and the rest of team will follow in consecutive order through the first place team. If there are two expansion teams the order will be determined by a coin toss, three or more, it will be determined by a drawing.  

In this section, the team that draws number one will herein be called Team 1; all remaining teams will be called by their respective numbers drawn.

1.   Teams will draft in ascending order in odd numbered rounds (1,3,5,etc.) and descending order in even numbered rounds (2,4,6,etc.) until all available players within the division are drafted.

    1. All teams will pick in the first and second rounds based on their "lottery" position.
    2. Deficient teams are defined as teams with the least amount of returning players within their division. Deficient teams will be given the opportunity to "catch-up" by drafting following the second round with the most deficient team drafting first.  If teams are equally deficient, their lottery number will determine the order.
    3. Once teams are up to equal status, subsequent teams will be eligible to draft based on their lottery position in the round.
    4. Coaches have 2 hours to make a trade. Trades must be equal. 12 yr. old for 12 yr old, etc. All trades must be done before players are officially called. Trades must be approved by the division Commissioner and the Executive Board.

                   e. If a Head Coach resigns after the draft, and the first elected alternate who becomes the coach has a son who was drafted by another team, then that boy stays on the drafted team.

                   f. Players of dropped teams will be placed in the Blind Draft.

                   g. When all participants from regular registration have been selected, then participants in the Blind Draft pool will be picked. The order of the Blind Draft will continue with the previous rotation of the regular draft order until all players have been picked.
